Corporate Tax Deadline | New Dubai Truck Restrictions | DMCC Foundations | VAT Changes | eInvoicing | Banking | Customs | Real Estate & More
The UAE continues to advance its business and regulatory environment, with important developments this week across taxation, transport, Free Zones, banking, customs, real estate and digital government services.
For businesses, the immediate focus is on the 30 September Corporate Tax deadline and new Dubai truck movement restrictions taking effect from 1 October, while developments in DMCC structuring, VAT, eInvoicing and SME banking regulation also deserve attention.
Here are the key developments entrepreneurs, investors and businesses should know this week.
Corporate Tax Deadline: 30 September 2026
UAE businesses with a financial year ending 31 December 2025 are approaching an important Corporate Tax deadline.
The Federal Tax Authority has confirmed that taxable persons with this financial year-end must submit their Corporate Tax Return and settle any Corporate Tax payable no later than:
30 September 2026
Businesses eligible for Small Business Relief should also remember that claiming the relief does not remove the requirement to file a Corporate Tax Return.
What Businesses Should Do
Businesses approaching the deadline should ensure that:
- accounting records are complete;
- applicable tax adjustments have been reviewed;
- Small Business Relief eligibility has been considered where applicable;
- the Corporate Tax Return is submitted through EmaraTax; and
- any Corporate Tax payable is settled within the deadline.
Businesses should avoid leaving filing and payment until the final hours.

Dubai Introduces New Truck Movement Restrictions from 1 October
Dubai’s Roads and Transport Authority (RTA) and Dubai Police have announced updated truck movement restrictions across Dubai effective:
1 October 2026
The restrictions differ depending on the road and location.
Certain major roads and locations, including Al Qudra Street, Al Meydan Street, all crossings and Airport Tunnel, will be subject to round-the-clock truck restrictions.
Other roads and areas, including Sheikh Zayed Road, Beirut Street, Al Mizhar, Muhaisnah and Oud Al Muteena, will be subject to restrictions from:
6:00 AM to 10:00 PM
Urban roads including Airport Street, Oman Street and Damascus Street will have restrictions during three daily peak periods:
6:30 AM – 8:30 AM
1:00 PM – 3:00 PM
5:30 PM – 8:00 PM
Importantly, Emirates Road is exempt from the new decision.
Who Should Pay Attention?
The changes are particularly relevant to logistics and freight companies, trading companies operating trucks, construction businesses, warehouses, distribution businesses and companies dependent on heavy-vehicle deliveries.
Businesses requiring truck movement during restricted periods in essential cases can apply through RTA for a Mobility Permit for Heavy Vehicles in Banned Times and Roads.
Companies should review delivery schedules and transport routes before the restrictions take effect.

DMCC Introduces Foundations for Wealth and Succession Structuring
DMCC has formally established new Foundations Regulations, expanding its corporate and private wealth structuring offering.
A DMCC Foundation operates as a separate legal entity from its founder, councillors, guardian and beneficiaries.
The framework can support:
- succession planning;
- long-term asset holding;
- wealth preservation;
- family governance;
- intergenerational continuity; and
- private wealth structuring.
Founders can establish provisions governing beneficiaries, asset management and distribution, governance and decision-making arrangements.
DMCC Foundations can be established with initial assets starting from USD 100.
Why It Matters
The framework introduces another Dubai-based structuring option for entrepreneurs, private investors, family businesses, family offices and high-net-worth individuals.
It complements DMCC’s existing structuring solutions, including Special Purpose Vehicles (SPVs) and Holding Companies (HoldCos).
DMCC is now preparing supporting guidance and a streamlined digital onboarding process for the new structure.
UAE Announces Important VAT Regulation Changes
The UAE Ministry of Finance has announced amendments to the VAT Executive Regulation under Cabinet Decision No. 149 of 2026.
The amendments introduce or clarify several areas relevant to UAE businesses.
Employee Accommodation
The amendments clarify VAT treatment relating to employee accommodation for input-tax recovery purposes.
Capital Assets
Further clarification has been introduced concerning the scope and application of the Capital Assets Scheme.
Input-Tax Apportionment
The methodology for input-tax apportionment has been refined to better reflect the economic activities of taxable persons.
Single Composite Supplies
New provisions address the VAT treatment of single composite supplies according to the economic substance of the transaction.
Cash Payments
The amendments also introduce provisions restricting input-tax recovery for cash payments exceeding thresholds that will be prescribed separately by the Minister of Finance.
What Businesses Should Do
Businesses should review the changes with their accounting or tax team, particularly where they provide employee accommodation, hold significant capital assets, conduct both taxable and exempt activities, provide bundled products or services, or make significant business payments in cash.

UAE eInvoicing: 30 October Deadline Approaching
The UAE’s Electronic Invoicing System is moving closer to implementation.
For persons subject to the system whose annual revenue exceeds AED 50 million, the Ministry of Finance has extended the deadline for appointing an Accredited Service Provider (ASP) to:
30 October 2026
Mandatory implementation for this group remains:
1 January 2027
Importantly, a PDF, Word document, scanned invoice, image or invoice sent by email does not qualify as an eInvoice under the UAE framework.
An eInvoice requires structured invoice data that is issued and exchanged electronically through the approved framework.
What Affected Businesses Should Do
Businesses within the first phase should now be working on:
- selecting an Accredited Service Provider;
- reviewing ERP and accounting-system compatibility;
- preparing customer and supplier master data;
- mapping existing invoicing processes;
- identifying relevant transactions; and
- preparing for technical integration and testing.
Businesses falling into later phases should also begin reviewing their accounting and invoicing infrastructure rather than waiting until their mandatory implementation date approaches.

It aims to strengthen SME customer protection while supporting appropriate access to banking and financial products.
The framework is relevant to businesses using corporate bank accounts, business loans, working-capital facilities, payment services, credit facilities and other banking products.
What Businesses Should Know
SMEs should carefully review product disclosures, financing terms, fees, charges and contractual conditions when obtaining financial products.
The regulation increases the focus on appropriate treatment and protection of SMEs when dealing with UAE financial institutions.

Dubai Municipality Streamlines 20 Government Services
Dubai Municipality has restructured 20 government services as part of its efforts to simplify government procedures.
Operating models for several services have been modified through integration, conversion or discontinuation, while specialised environmental services have been transferred to the Dubai Environment and Climate Change Authority.
One particularly relevant development for businesses is the integration of certain permits to practise agricultural activities into DET commercial licensing procedures as instant approvals.
Certain building-related procedures have also been integrated into broader building licensing and completion services.
Environmental services transferred to the Dubai Environment and Climate Change Authority include areas relating to groundwater and wells, environmental permits, marine data, agricultural soil, recreational marine fishing and activities within nature reserves.
Why It Matters
Businesses should verify the responsible authority and current application process before submitting government applications, particularly where a service has recently been integrated or transferred.

Bizcafe Perspective
In the UAE, Incorporation Is Only the Beginning
This week’s developments highlight an important shift in the UAE business environment.
Government services are becoming increasingly digital, interconnected and automated.
Company licensing is becoming more closely connected with external approvals. Property registration is incorporating artificial intelligence. Tax administration is moving toward structured electronic invoicing. Customs procedures continue to evolve, while transport, banking and operational compliance requirements are becoming increasingly sophisticated.
For entrepreneurs, establishing a UAE company should therefore be viewed as the beginning of the business journey rather than the end of the setup process.
A well-managed UAE business increasingly requires a complete approach:
Company Structure → Trade License → Residency → Banking → Government Approvals → Accounting → VAT & Corporate Tax → Ongoing Compliance → Growth
Selecting the appropriate structure and maintaining compliance from the beginning can help businesses avoid unnecessary amendments, delays and additional costs later.
