Dubai & UAE Business, Regulatory, Tax and Investment Updates

Research updated: 10 October 2026

This week brings significant developments for UAE entrepreneurs and businesses, including a new Ministry of Finance decision on eInvoicing service providers, fresh Federal Tax Authority guidance for multinational groups, expanded support for Dubai Free Zone companies, and new financing opportunities for SMEs.

Dubai has also launched a major AI entrepreneurship initiative, while Abu Dhabi Global Market has announced new regulatory consultations and enforcement action.

Here are the developments worth following—and what they mean for businesses operating in the UAE.

1. KEY UPDATE | UAE Introduces New eInvoicing Service Provider Accreditation Rules

On 9 October 2026, the UAE Ministry of Finance announced Ministerial Decision No. 168 of 2026, introducing an updated accreditation framework for service providers operating under the UAE Electronic Invoicing System.

The decision replaces the previous accreditation framework and reflects the transition of the national eInvoicing programme from preparation and testing into operational implementation.

What Changed?

The updated framework removes the previous preliminary approval stage.

Under the new system, service providers must complete the required accreditation assessments and technical testing before receiving accreditation.

The decision also introduces clearer procedures covering accreditation renewal, ongoing evaluation and termination.

Service providers that received preliminary approval under the earlier framework have a transitional period of 30 days from 1 October 2026 to satisfy the updated requirements.

The Ministry states that the new decision takes effect from 1 October 2026.

Who Does It Affect?

The immediate regulatory changes apply primarily to eInvoicing service providers.

However, they are also relevant to businesses selecting a provider ahead of mandatory implementation.

Companies with annual revenue of AED 50 million or more that are subject to the system must appoint an Accredited Service Provider by 30 October 2026, with mandatory implementation beginning on 1 January 2027.

What Should Businesses Do?

  • Confirm whether the company falls within the first implementation phase.
  • Check that the selected service provider has the required accreditation status.
  • Review contractual terms, integration capabilities and implementation timelines.
  • Assess whether existing accounting and ERP systems can support structured eInvoices.
  • Begin onboarding and testing rather than waiting until the deadline.

Bizcafe Insight: Businesses should evaluate providers on accreditation, technical compatibility, service quality and long-term compliance—not pricing alone.

2. DUBAI FREE ZONES | Dubai Chambers Expands Engagement With Free Zone Businesses

On 6 October 2026, Dubai Chambers announced that it had brought together 120 companies operating in Dubai Free Zones to explore business support services and opportunities for local and international expansion.

The initiative involved several major Free Zones, including Dubai Airport Free Zone, Dubai Silicon Oasis, Dubai CommerCity, Jebel Ali Free Zone and Dubai South.

The programme addressed financing, investment, international expansion, emerging technologies and legal and regulatory developments. Dubai Chambers

Why It Matters

The initiative reflects continued efforts to strengthen connections between Dubai’s Free Zone ecosystem and the wider business community.

For Free Zone companies, access to professional networks, trade support, financing opportunities and international market connections can be important as operations expand.

However, participation in Chamber initiatives does not itself provide additional mainland operating rights or replace activity-specific regulatory approvals.

What Businesses Should Do

Free Zone businesses planning to expand should review the support services available through Dubai Chambers, assess opportunities for international trade and confirm whether their intended activities require additional permits or approvals.

3. SME BANKING | New Partnership to Expand Financing and Payment Solutions

On 7 October 2026, Numou, an ADGM subsidiary, announced a partnership with Comera Financial Holding to expand financing and payment solutions available to UAE small and medium-sized enterprises.

The partnership is intended to bring additional financial products to Numou’s digital marketplace.

These include working-capital financing, supply-chain finance, business account opening and digital payment services. Abu Dhabi Global Market

Why It Matters

Access to working capital remains an important operational requirement for SMEs, particularly those managing inventory, supplier payments and delayed customer receivables.

The partnership aims to give businesses additional channels through which they can explore suitable financial products.

Who May Benefit?

Trading companies, service providers, suppliers, contractors and growing SMEs may find the expanded financing marketplace relevant to their requirements.

Availability will depend on the financial provider’s eligibility criteria, credit assessment and applicable terms.

What Businesses Should Do

Companies seeking finance should maintain updated trade licenses, financial statements, bank records, customer contracts and supporting business documentation.

A properly documented business profile can help support financing applications and banking assessments.

4. CORPORATE TAX | FTA Issues New Guide for Multinational Enterprise Top-up Tax

The Federal Tax Authority announced a new Top-up Tax Guide on Scope and Registration on 7 October 2026.

The guide explains the application of the UAE’s Qualified Domestic Minimum Top-up Tax (QDMTT), including which multinational enterprise groups fall within its scope and how affected entities should approach registration.

Who Does It Affect?

The rules generally concern UAE entities belonging to multinational enterprise groups with consolidated annual revenue of at least EUR 750 million in at least two of the preceding four fiscal years.

Groups conducting business exclusively within the UAE are outside the scope of this particular regime.

The framework is intended to support a minimum effective tax rate of 15% for in-scope multinational groups. FTA UAE

What Businesses Should Do

UAE subsidiaries and entities forming part of large international groups should coordinate with their parent companies and tax advisers to review group revenue, registration obligations, entity classifications and reporting requirements.

Important: This is not a new 15% Corporate Tax rate for ordinary UAE SMEs. It concerns qualifying multinational groups under the separate Top-up Tax framework.

5. DUBAI ENTREPRENEURSHIP | Create AI Agents Championship Opens for Applications

Dubai announced the launch of the Create AI Agents Championship on 7 October 2026, expanding the previous Create Apps Championship into a competition focused on practical artificial intelligence solutions.

The initiative is led by the Dubai Chamber of Digital Economy.

It encourages entrepreneurs and innovators to develop AI-agent systems capable of addressing real business and societal challenges.

Key Opportunities

The competition features four categories covering societal, personal, business and youth-focused AI agents.

Each category winner is eligible for a grant of AED 550,000, while one winner will receive the additional AI Agent of the Year recognition and AED 1 million prize.

The total prize pool exceeds AED 2.5 million.

Applications are open to innovators from around the world, including individuals and teams with ideas, prototypes or early-stage solutions. Existing businesses may also participate with new AI-agent capabilities that are not already fully commercialised. Dubai Chambers

Why It Matters for Entrepreneurs

This creates an opportunity for founders to develop AI-driven business models, receive training and mentorship, and compete for funding.

Entrepreneurs considering AI-powered customer service, business automation, productivity, finance or industry-specific solutions may find the initiative particularly relevant.

6. COMPLIANCE WATCH | ADGM Imposes USD 100,000 in Audit-Related Penalties

ADGM’s Registration Authority announced financial penalties totalling USD 100,000 against PKF Accountants and Business Advisers LLP and one of its registered audit principals.

The action followed an audit inspection that identified deficiencies involving audit evidence, fraud-risk assessment, documentation and compliance with applicable auditing standards.

The penalties comprised USD 65,000 against the audit firm and USD 35,000 against the audit principal. Abu Dhabi Global Market

Why It Matters

The enforcement action reinforces the importance of audit quality and accurate corporate reporting.

For companies operating in ADGM, financial reporting should be treated as an ongoing governance responsibility rather than simply an annual filing exercise.

What Businesses Should Do

Businesses should ensure that accounting records, supporting documents, financial statements and audit schedules are properly maintained.

Companies subject to audit requirements should also confirm that their appointed auditors satisfy the applicable registration and professional requirements.

7. ADGM REGULATION | Proposed Changes to Strata Property Framework

On 7 October 2026, ADGM’s Registration Authority issued a consultation paper proposing new Strata Regulations.

The proposals would replace the existing Strata Title Regulations 2015.

Among the proposed changes are provisions addressing owners’ associations, property management responsibilities, annual budgets, service charges and oversight of common property.

The consultation closes on 22 October 2026. Abu Dhabi Global Market

Who Does It Affect?

The proposals are relevant to property developers, owners, real estate professionals, investors and businesses with property interests within ADGM’s jurisdiction.

What Businesses Should Do

Affected stakeholders should review the consultation and consider submitting feedback before the closing date.

These are proposals, not rules that have already taken effect.

10. BIZCAFE PERSPECTIVE

A Successful UAE Business Needs More Than a Trade License

This week’s developments highlight an important shift in the UAE business environment.

Company formation is becoming increasingly connected with digital compliance, financing readiness, regulatory governance and opportunities for international growth.

The new eInvoicing framework demonstrates why accounting infrastructure must be considered early.

Dubai Chambers’ engagement with Free Zone companies highlights the importance of business networks and expansion planning.

The SME financing initiative reinforces the value of maintaining reliable financial records.

Meanwhile, ADGM’s regulatory developments demonstrate that proper governance remains essential as businesses grow.

For entrepreneurs, the practical lesson is clear:

A strong UAE business should be built around the right structure, not simply the fastest incorporation process.

That means considering the complete business journey:

Company Formation → Trade Licensing → Regulatory Approvals → Residency → Banking → Accounting → Tax Compliance → Business Expansion

A well-planned structure can reduce unnecessary amendments, avoid operational restrictions and better support long-term growth.
